An accessibility statement with an audit behind it.
Public-sector websites in Hungary must publish an accessibility statement, yet it was missing in 72% of the authority's checks. The institution publishes the statement in its own name. We provide the audit and the draft text behind it.
What the statement is
The operator's self-declaration, with fixed contents.
Act LXXV of 2018 requires municipalities, public bodies and organisations performing public tasks to publish an accessibility statement on their websites. The text follows the model statement in Commission Implementing Decision (EU) 2018/1523; the Hungarian rule (ITM Decree 30/2019 (IX. 4.)) adds that the name of the manager approving the statement must also be given.
The three statuses
“Partially compliant” is not a failure – it is the honest status of most websites.
The model statement knows three statuses: fully compliant, partially compliant, not compliant. “Fully compliant” can only be written if an audit supports it and it also holds for the content uploaded by editors – which older PDFs and image text alternatives rarely meet. The supervision checks both whether the statement exists and what it says: an honest statement listing the gaps is worth more than a template filled in without an audit.
How it is made
Audit first, then the text.
- 01
Audit
Against EN 301 549 / WCAG 2.1 AA, on a sample covering the page types: automated checks and manual testing with keyboard and screen reader.
- 02
List of non-accessible content
Every issue with its criterion and page, and the reason: a fixable error, a disproportionate burden, or content outside the scope of the law.
- 03
Draft text
In the structure of the model statement, with the mandatory Hungarian elements and the institution's details. Optional parts are decided together with the institution.
- 04
Approval and publication
The institution approves the statement, it appears with the manager's name, and the institution publishes it on its website.
- 05
Update
When the status changes after fixes, the statement must be updated too. After remediation we re-test and revise the draft.
What we do not do
We do not certify, and we do not write a statement without an audit.
The statement is the operator's self-declaration: we provide evidence, an issue list and a draft, not a certificate. Nor do we hand out a template filled in without an audit, because nobody could support its claims if a complaint arrives.
Price
The draft statement is part of the audit.
A full audit starts at HUF 350,000 net (HUF 444,500 gross) depending on the size of the site, and the draft statement is included. If you first want to know where the site stands, the quick audit is HUF 150,000–200,000 net, and its price counts towards the full audit.
Example
An institution whose statement we prepared.
After handing over the website of the Kertvárosi Local History and Remembrance Centre in Budapest's 16th district, we ran an accessibility check and drafted the statement. The institution approved it, and it is published in its name.

Frequently asked questions
What people usually ask about the statement.
Is there an official template?
Yes: the model statement annexed to Implementing Decision (EU) 2018/1523. Only the marked parts may be changed; the Hungarian rule makes the approving manager's name mandatory.
Who has to publish one?
Organisations covered by Act LXXV of 2018: municipalities, public bodies and organisations performing public tasks. The accessibility act for companies, in force since June 2025, covers other services; this statement is not the question there.
Who checks it, and what happens if it is missing?
The Digital Services Supervision of the Digital Hungary Agency checks it, usually after a complaint. There is no fine in the public sector: there are notices, consultation and supervisory reports.
Can we write it ourselves?
Yes, the statement belongs to the institution. What is hard to do in-house is the audit behind it: that is what tells you which content is not accessible, and why.
Is a statement generator enough?
A generator gives the structure of the text, not its content. The list of non-accessible content can only be filled in after an audit.
Next step
No statement yet, or one written without an audit?
A website address tells us how large the sample is, and we give a fixed price. The draft statement is part of the audit.
